Answers:
The larger the better is generally the rule with all caged pets.
We kept ours in a cage that was about 18 inches square, but was about 2 feet tall. He seemed happy and lived a long time.
A word about rats in cages, they can squeeze through very small openings, so make sure the bars of the cage are close enough together.
i think a ferets cage is big enough
I know the minimum requirements for rats in a research facility setting is 70 inches squared per rat. Use this as a bare minimum and your rats will be happy!!
For two rats about 60cm (lengh) by 60cm (width) with enough room for 2 levels in height. The bigger the better though.
The larger the cage, the better. Beware of wire spacing though, adult male rats should be fine in a ferret cage, where as adult females could squeze out. I usually like my wire spacing to be 1"x1". Check out the following link for info on how much space to provide for each rattie, also some links to homemade cages and Martins. My Favorite cages are Martin Cages - they are priced right and great cages! Also, we have had cages custom made before (look in your phone book- there may be a place locally that can create one for you). Try to get one that is powder coated (their urine can corrode a normal metal cage).

Good luck!
My rats lived in a cage that was about 2x1x4ft. 4ft. tall was great because they love to climb. Unless you want to breeed them, get a wire cage and make it as big as you can. A ferret cage should be big enough, but try and spring for a bigger one.
Ferret cages are good, but beware of bar spacing. Ferret cages tend to have bigger spacing as I found out a few weeks ago, I resolved the problem by getting some wire mesh with small square(1 inch by 1/2 inch) holes. I cut it to size and used cable ties to hold it on to the cage. That cage is a Super Pet X-Large Deluxe My First Home. The measurements for that are: Width-102cm/40.5in, Depth-52cm/20.5in, Height-52cm/20.5in.
My other cage is a Ferplast Furet Extra Large. Its measurements are: Width-80cm/31.5in, Depth-46cm/18in, Height-86.5cm/34in.
I used to use a Terenziani Michelangelo(Width-70cm/27.5in. Depth-44cm/17.3in, Height-70cm/27.5in), but that was rubbish as the door opened inwards and the base rusted after a few months.
Rats need at least 2 cubic feet each. A good cage calculator can be found at http://www.fancy-rats.co.uk/information/.
They also have lots of other info about rats.

Make sure that you have some ledges in the cage and that there arent any long drops. In my Furet XL I use cheap towels stretched across the cage to provide a soft landing. They now use them as hammocks and a shortcut to the door. A good tip is to have plenty of hiding spaces/beds, at least one per rat on different levels and at least one bigger one for when they want to sleep together.
